Add solution to Problem 81

Add solution to Project Euler problem 81 (minimum cost dynamic programming in a 2D matrix)

• Add an algorithm?
• Fix a bug or typo in an existing algorithm?

Thank you for your contribution but there is already a solution for this problem and currently, we are not accepting problems that do exist in this repository.
